
E. Luis Saenz![]() E. Luis Saenz is a 1972 graduate of the UCLA School of Law, following his UC Riverside undergraduate degree. Mr. Saenz started his legal career with the National Labor Relations Board. He then served as senior deputy city attorney for the cities of Riverside and San Jose. For ten years, Mr. Saenz was in-house assistant general counsel to a public employee union. In 1990, he went into the private practice of law specializing in public agencies. He advises and represents governing bodies and administrators in public agency law, including the Brown Act, the Fair Political Practices Commission, the Public Records Act, the California Tort Claims Act, general business law, and all aspects of labor relations and employment law. Mr. Saenz has expertise in discrimination, harassment, investigations, human resources training, disciplinary issues, and appeals, and employment litigation in state and federal and state courts. Mr. Saenz has represented the cities of Alameda, Gilroy, Morgan Hill, Mountain View, Redwood City, Santa Clara and Sunnyvale. He has also represented the Santa Clara Valley Water District and the Hayward Area Park and Recreation District. The numerous school districts he has represented include Alisal Union Elementary School District, Alum Rock Union Elementary School District, East Side Union High School District District, Franklin-McKinley School District, San Ysidro School District, Sweetwater Union High School District, San Rio Hondo College District, Santa Monica City College District, the San Jose/Evergreen Community College District, and Southwestern Community College District.
